• Identify fields and create INFO structure
• Translate into INFO file (via INFO "GET" command)
• Rearrange legal location variables to match existing Arc/Info coverage
  • Placement and strip leading zeros
• Relate new INFO file with geographic coverage
• Produce maps based on derived values
